Those who are forced into being without an abode and/or dwelling are all to quickly deemed less than citizens. In many regards are even treated as less than human. How about thinking that we are NOT homeless, nor last-class citizens or non-human? We think, have feelings, have intellect and struggle. How would you feel to be thought of as anything less than human just for circumstances due to those of profit/gain/control?

To even try to put blame elsewhere for others not doing their fair share, is in one way, taking focus away on ones own responsibilities.
The crazy notion would be for ALL people who claim to be "Chrisitian", to actually do in accordance with Scripture, thus being "About it". Then, and only then, perhaps the rise in "The Houseless" will take a turn in the other direction.

Everyone should contribute
If you want to know what is next in helping people who are homeless,
your paper might promote an increase in county and city taxes that would
be allocated specifically for more emergency services and affordable
housing. [“Editorial: Who will step up to help the homeless?”, Opinion, Aug. 4.]
Across the board, churches and faith-based organizations already
carry their fair share and more in providing emergency services for
homeless people.
The responsibility of addressing this crisis in our community rests
with the entire population of King County and the city of Seattle,
especially those residents whose annual income exceeds $100,000.
Increased revenue through equitable taxation is the fairest way to
share in this responsibility. Your question, “Who will step up to help
the homeless?” can be answered in one word: Everyone!

Regional efforts must continue
Today I saw one of my neighbors at a University District church’s
feeding program for people who are homeless and otherwise in need. He
wasn’t there as a volunteer; he came to get a meal.
I was surprised, until I thought about the effect of the recession on
middle- and low-income people. Locally, one in five children is at risk
of hunger, according to United Way of King County. The lack of
affordable housing in this area, coupled with high unemployment, is a
major barrier to economic stability.
I’m troubled by this editorial and by some of our Seattle City
Council members, who prefer foisting responsibility from government onto
churches — who are already doing so much to provide food and shelter —
and pitting Seattle against neighboring cities.
To end hunger and homelessness, we need continued efforts as a
region, with government, faith communities, nonprofits, private funders
and individual residents all unified against poverty.
For a nation that propaganda's unto the rest of the world about treating others as they would want to be treated, yet still refuses to even treat its Veterans humanly should be addressed as a criminal.
Although the numbers being used for how many Veterans on any given night is far less than the real numbers, for even 1 Veteran to be left out sleeping rough, unless he and/or she seeks to, is a crime against humanity.
Straighten up United States of America, and STOP treating citizens, especially United States of America Veterans, as simply a commodity that can be tossed away as trash.
PROVIDENCE, R.I. (AP) — Homeless veterans in Rhode Island are getting some job training help from the federal government.
The
U.S. Department of Labor announced Monday that it was awarding $210,000
to Operation Stand Down, an organization that helps homeless veterans
in Rhode Island find housing, jobs and access to education and health
care.
The money is intended for job training and housing programs for homeless female veterans and homeless veterans with families.
Studies
indicate that veterans are more likely to experience homelessness than
the general population and that more than 60,000 veterans are homeless
on any given night.
TORONTO - More people are sleeping on Toronto’s streets and around 16% of them say they’ve served in the Canadian military.
The City of Toronto released an interim report of its 2013 Street Needs Assessment on Wednesday.
While the April 17 survey found the homeless population has stayed
almost the same — only increasing 1% — it also found a 24% increase in
the number of people living outdoors.
To gather the data city staff and volunteers administered a
13-question survey to people outdoors and in emergency shelters,
hospitals and correctional facilities. It’s the third time the city has
conducted a citywide count of the homeless.
In all, city officials estimate around 447 people live outdoors in
Toronto — that’s up by 24% from the 2009 survey but down 39.1% from the
2006 survey.
Almost 40% of all those surveyed on April 17 said they had spent at
least one night sleeping on the street in the last six months.
Among those sleeping rough, the study found they have been homeless
for an average of 7.5 years, around a third said they were aboriginal
and 16% said they had served in the Canadian military.
The study also found around 20% of the homeless youth surveyed said
they were part of the city’s lesbian, gay, bisexual, queer and
two-spirited (LGBQT) community.
Mayor Rob Ford said he hadn’t had a chance to read the report yet.
“What I quickly got briefed on this morning, I understand it has gone up,” Ford said.
“It’s unfortunate (that more people are sleeping on the streets). We
have to get these people off the streets and get them the help they need
be it if it is drugs, alcohol, mental illness — we have to get them the
help they need so we have to do this.”
A full report on Toronto’s homeless survey will come to the community development and recreation committee in September.
“The Houseless” population
is expanding its reaches all across the United States of America, some
areas in the U.S.A. aren't so welcoming to “The Houseless”.
With being forced “Houseless” by

shelter from the storm, literally and figuratively. People will always
settle here for that reason alone. We can take some refuge in that.". The next month this was the marking approach: "The small-town warmth and
we-care-for-each-other ethic are important attributes and the town
officials try their best to be helpful” - according to an article
published in Norfolk Now, July 2013. This has been proven to be
anything but the truth. Is Norfolk Now putting out false, misleading
and/or erroneous articles?
Not all people about Norfolk, Conn. share the vision(s) of the puppet masters.

Hundreds of families are being moved out of London into B&Bs around
England without access to child protection or schools, a Guardian
investigation reveals
Homeless households are being sent out of London
to bed and breakfast hotels as far away as Newcastle, Manchester and
Leeds without the councils they are moving to knowing that they are
there, a Guardian investigation can reveal. Councillors and housing
campaigners warn that the failure to inform receiving boroughs of the
new arrivals could put vulnerable families at "urgent risk".
Last year, 580 homeless households were sent out of London into temporary accommodation, according to research by the housing charity Shelter. Newham council, in east London, has been sending homeless households to the Bailey hotel in Birmingham
since last year, possibly longer. But a Birmingham city council
spokesman says it has no knowledge of these households and has received
nothing from Newham. He describes these families as "completely off the
radar" of public services.
Bola (not her real name) has been
living at the Bailey hotel for nearly two months. She is eight months
pregnant. She has had to transfer all her medical records from London to
Birmingham. The stress of being homeless and of moving 120 miles has
severely affected her health.
"The second week I was in Birmingham
I was hospitalised for four days due to stress and exhaustion. The
doctors weren't comfortable with me going back to the hotel," she says.
Bola
had spent a year living in her mother's flat in Newham, sleeping on the
floor. She says she was kicked out when she became pregnant. "I was 26
weeks the first time I went to the council, and they said they couldn't
help me and asked me to leave. I walked around Westfield shopping centre
in Stratford until it closed and then I sat on the 25 night bus. I
didn't sleep at all. The next day they said they couldn't help me again,
so I called an old colleague and he let me stay one night on his couch.
I went back the third day and I was told I'd be put in Birmingham."
Bola says the hotel room is small, not very clean, but "OK". Time
goes by agonisingly slowly: there is nothing to do but sit around. Some
weeks ago, Bola says, she considered taking her own life. She spoke to a
doctor and has been referred to a counsellor.

Vulnerability
Steve
Bedser, Birmingham's cabinet member for health and wellbeing, says:
"It's the vulnerability of these people that worries us and the kinds of
things that might happen if we're not aware they're here. Quite apart
from the bread and butter planning issues that any council might
reasonably want to take account of, such as schools provision and
talking to the NHS about medical facilities, there are all kinds of
risks about children and safeguarding. We know that children in homeless
families are intrinsically more vulnerable, and we need to know that
those kids are landing in Birmingham so that our social workers have got
a fighting chance of giving them support.
"My immediate priority
is making sure these vulnerable families are properly taken account of
by the system. There is a real communication issue to be addressed here,
and this is a set of circumstances where there is genuine urgent risk."
In November, the Local Government Association
(LGA) held a meeting with councils in England to discuss "possible
displacement of homeless households" and agreed to draft a code of
practice whereby information on homeless households would be sent to the
receiving area. In February, Birmingham council leader Sir Albert Bore
wrote to the LGA formally addressing concerns that, despite November's
agreement, nothing had been done. His letter went on to say that the
"rumours that large numbers of households being placed outside London
persist. I remain extremely concerned about the potential impact on
vulnerable individuals and communities."
Sir Merrick Cockell, chair of the association, replied: "LGA officers will follow this up with your officers".
There
has been a system established in London since 2011 that keeps track of
homeless individuals who are moved around the capital. The inter-borough temporary accommodation agreement (ITBAA)
ensures that boroughs share information about where they are moving
homeless people, as well as any safeguarding issues. But speaking to
housing officers and experts in London, it becomes clear that there is
no proper system for informing areas outside the capital of homeless
placements.
Most London boroughs are placing some homeless
households in B&B accommodation outside the capital without
informing the receiving areas. Areas that take homeless families from
London include Northampton, Leeds, Manchester, Birmingham, Colchester,
Essex, Newcastle and Milton Keynes. The exchange of information is
patchy even on such basic details as the number of homeless households.
The Guardian could find no example of a London council that informs
receiving areas of B&B placements regularly, case by case. One
benefits manager in Essex says: "It was only when the families
themselves said they were originally from Enfield that we realised they
had been sent here."
Only Milton Keynes says that it communicates
with the boroughs that send families to its area. "We have responded to
the challenges by forging good working relationships with our colleagues
in the London boroughs," says a spokesman.
At a meeting last
month of the capital's councils, attended by housing officers from
Birmingham, Newham council was presented with a list of six homeless
households it had sent to the Bailey hotel. The Birmingham officers were
given these names as a result of the Guardian's investigation.
A spokesman for umbrella organisation London Councils
says a binding agreement already exists for placing households outside
the capital. "Under this, the London council – the one placing the
family elsewhere – retains the same degree of responsibility for the
child's welfare during the relocation process as it would if the child
was relocating to another London borough, regardless of what part of the
UK the family is moving to," he says.
Yet in a leaked document,
dated May 2013, obtained by the Guardian, London Councils says it is
only now "seeking to develop a set of guiding principles for
accommodation placements" outside the capital. It admits that "there is
real concern from authorities outside London that homeless families are
being placed in their areas by London boroughs without any prior
knowledge or notification. As well as the children's safeguarding
implications, this has an impact on local services and is causing
problems for future planning."
The document continues: "Unless
properly managed and co-ordinated, there is a possibility that the
increased movement of homeless households from London to other parts of
the country will result in the following: extra pressure on public
services, such as health, social care and education, in areas receiving
the families that move out of London; disagreements between local
authorities, especially between those that are placing and receiving
families that move out of London; increased risk to the reputation of
London boroughs, which may be presented in the media as being uncaring
and disinterested in the impact that moving families out of London may
have on children; and increased risk of legal challenge."
In
Newham, homeless acceptances have increased by 429% in the last two
years. In 2012, there were 381 homeless families in the borough, five
times as many as in 2010 – the highest rise in the capital.
In a
statement, Newham council says it is "experiencing a housing crisis" and
is under "tremendous pressure"; a situation exacerbated by the
"significant numbers of households placed in Newham by other London
boroughs". The statement continues: "The temporary accommodation
provided in Birmingham and other boroughs outside Newham is for
residents who require emergency housing while we investigate their homelessness application, therefore we have very little time to update other local authorities once a family takes up an offer."
It
says there have been 40 families placed temporarily in the Bailey hotel
since October 2012 while their homelessness applications were
considered. There are currently 11 families staying there.
Newham
says it will now provide Birmingham with "regular updates". Kay Boycott,
director of policy and communications at Shelter, says that, with
homeless figures set to increase further as housing benefit caps hit the
capital's low-income households, this can't come a minute too soon.
"It's
a shocking consequence of our housing crisis that families and children
who have already gone through the pain of losing their home are then
moved away from their area, and in some cases across the country into a
B&B. When that happens, it's essential that councils notify
receiving boroughs where homeless families are housed so that they can
receive the support and school places that they need," she says. "We
hope that continuity of care is not lost, so that vulnerable children
don't slip through the net – with tragic consequences."
A Department for Communities and Local Government
spokeswoman says: "There is absolutely no excuse for families to be
sent miles away without proper regard for their circumstances. The law
is clear that councils have a responsibility to take into account
people's jobs and schools when securing homes for those in need. On the
rare occasion that a council places a family in accommodation in
another, neighbouring local authority they must notify that other
authority in writing."
Bola has now been told by Newham council
that she has made herself intentionally homeless and has to leave the
Bailey hotel by 3 August, close to the date she is due to give birth.
Shelter is challenging the decision.

by homeless people who have used their services for more than three

To get through painful comedowns following highs, the heroin addict
draws -- bright colors and strong lines with a sure hand, creating
beautiful surrealist images.
He's about 50 and has lived on
the street for a long time. His drawings are being stored with scores of
others, some dating back decades, in a Sisters of the Road storage space in Northwest Portland.
"Imagine a person, hurting enough to be an addict, reaching inside to extract such beauty from himself," mused Brenda Morgan, development co-manager for Sisters of the Road, as she examined one of his pieces.
He's
still on the street, still struggling with addiction. But the art
supplies Sisters and other organizations have long provided are an escape for him and others living on the street. Soon some of their art will be on display, during the organization's first Journeys Art Festival in May.
"Art
is healing for folks," says Jeannie Lawyer, who used Sisters' programs
while she was homeless for many years. "It's nice to go inside, get
warm, and forget."
Now Lawyer has an apartment and co-manages the
cafe at Sisters of the Road, which has offered a cafe and programs for
Portland's homeless since 1979.
In her spare time Lawyer is
tracking down the stories behind the artwork in the storage closet; some
dates back to Sisters' founding. The background stories will accompany
the selection of the artwork to be displayed at the Journeys Art
Festival fundraiser. Morgan hopes to find funding to someday make the
pieces and their back stories a traveling exhibition.
Lawyer knows many of the artists and their stories first-hand, from when she was homeless.

"That's
Sarge, and he wasn't supposed to be sleeping there," she laughs. She
was sitting beside the artist at the Sisters cafe counter in the early
2000s while he drew Sarge sleeping on the sidewalk -- technically not
allowed.
Lawyer gets a somber look on her face with the next
piece: Bright colors frame red figures, screaming in anguish in the
bottom corner of the canvas, but dwarfed by the brightness that
overwhelms the canvas around them.
"I look at this like that could've been me," Lawyer says. "A few years ago this was me."
Another
piece, a figure made of tissue paper pasted to poster board, is
captioned on the back: "Think of me as one of you. Do not take me for a
fool."
A series of large canvases painted by Moe Schwartz in 1993
and 1994, when he was homeless, are done in a classic 1930s American
style, with bold colors and near-realism. Lawyer says they scavenged the
canvases from garage sales; other paintings are underneath.
One
painting shows people lounging around a fire under the Hawthorne Bridge
as a bus full of wine-drinking aristocrats crosses. Others depict some
seedy realities of homelessness.
"Some people do art not to make
something beautiful, but because it's what inside," Morgan says. "People
can relate to art in a way they can't relate to other things. It gives a
voice to people used to being silenced."
Canvases large and small, rolled and stacked, are stored in a Sisters of
the Road storage closet. Some pieces date back to the outreach
organization's founding; all are done by people who at the time were
living on the street.
Jeannie Lawyer says Sisters of the Road would get large canvases like
these at garage sales, and customers would paint over them.
A homeless artist made three of these large-scale paintings in 1993 and
1994. This shows people sitting around a fire under the Hawthorne Bridge
while a bus full of aristocrats drinking wine crosses above. The others
depict the harsher side of homelessness.

who used to be homeless, says at one point, she was like the screaming
people depicted in the painting.

are both.

Be aware that many of the articles listed below related to Lee Halpin's death use wording such as "froze to death" or "frozen to death" incorrectly. This is inaccurate since all of the medical personnel I spoke with, explain that a person doesn't exactly freeze to death. It comes after death. What most likely happens according to those in the medical field is that a person most likely succumbs to hypothermia or in quite rare instances during the winter period, hyperthermia.

Aspiring documentary maker Lee Halpin has been found dead while sleeping
rough as part of his research into homelessness. He is believed to have
frozen to death.

Speaking in a YouTube video of the eve of the project,
he said he wanted to give an example of fearless reporting, as part of
an application for a Channel 4 investigative journalism scheme.
But after just three days on Sunday, the 26-year-old was
found dead in a derelict building in the Westgate Road. The coldest
recorded temperature that weekend in Newcastle was -4 C.

Police have arrested two men on suspicion of supplying a controlled drug. Both have been released on police bail.
Halpin said he had spoken to a homeless charity about
the rise in the number of people on the streets and the possible
repercussions of the bedroom tax.
"I'm about to go and spend a week being homeless in the
West End of Newcastle. I will sleep rough for a week, scrounge for my
food, access the services that other homeless individuals use," he said.
"I will interact with as many homeless people as possible and immerse myself in that lifestyle as deeply as I can."
He concluded the video by saying he hoped it showed his willingness to get to the heart of a story.
"The ultimate sacrifice"
Lee's friend Daniel Lake told the Newcastle Chronicle: "No-one knows how he passed away, but we think it could have been hypothermia.
"He made the ultimate sacrifice trying to raise awareness about what was happening to other people."
A Channel 4 spokesperson said: "We are saddened to learn
of the tragic death of this aspiring young journalist. Our thoughts are
with his family."
Friends believed that Lee Halpin, 26, who was discovered in a boarded up hostel
on Wednesday morning, may have succumbed to hypothermia as temperatures
reached as low as -4C overnight in the city.
But yesterday, detectives investigating Mr Halpin's death arrested a 26-year-old
and a 30-year-old on suspicion of being concerned in the supply of
controlled drugs.
A Northumbria police spokesman said the men had been bailed pending further
inquiries and that a report was being prepared for the coroner.
Mr Halpin, a Newcastle University graduate, had planned to spend a week
experiencing life on the streets and on Sunday, the night before he embarked
on the project, he made a video in which he said he wanted to "immerse
himself" in the lifestyle.
However the Newcastle University graduate also spoke about how it had caused
"trepidation" among his friends and family.
"I am about to go and spend a week being homeless in the West End of Newcastle,"
he said.
"I will sleep rough, scrounge for my food, access all the services that
other homeless individuals in the West End use. I will interact with as many
homeless people as possible and immerse myself in that lifestyle as deeply
as I can."
In the clip, Mr Halpin said he was producing the documentary as part of an
application for a position on an Channel 4 investigative journalism
programme.
He said: "I hope that you perceive this to be a fearless approach to a story.
"It certainly feels brave from where I’m sat right now.
"I am about to embark upon this documentary tomorrow morning. It has certainly
caused a huge amount of trepidation amongst my family and friends who do
think it is a brave thing to do. That is the impression I want to leave you
with about my willingness to get to the heart of a story."
Mr Halpin, who studied creative writing, regularly appeared on a local radio
and founded a magazine, Novel, which covered arts and culture in the city.
On Sunday, he posted a message on twitter, the social networking site, asking
his followers if anyone had a sleeping bag he could borrow.

“Lee was a great guy, a character and was well known," he said.
"His big things were creative writing and poetry. He was making a
documentary about homeless people living in Newcastle’s West End.

happening to other people.”
Other friends have also paid tribute to Mr Halpin, who lived in Newcastle with
his family, online.
Dean Sowden said: "Lee was a prominent figure in my life. I remember him
as a caring and passionate young man who always had time for me on a
personal level, he always had the right suggestions that got me over some
dark times.
"I miss him terribly but I will always remember his wit, his smile, his
hope that things will get better and, on a lighter note, his dress sense -
boy could that lad dress himself accordingly."
Jeff Wilson said: "I met Lee when he was studying the documentary film
module at Newcastle University. Great guy with a massive yearning to learn,
a ready smile and a generous nature. I’m stunned. He’ll be sorely missed."
A Northumbria Police spokeswoman said the body of a man believed to be in his
20s was found in a derelict building on Westgate Road at 9.50am on Wednesday.
A post-mortem examination has not yet been carried out. An inquest into his
death is due to open on Tuesday.
